Vemont fails Scott Garvey even though it has some tools designed to prevent what happened.

Vermont has soo many ways to do better.

Over the years these tools were put in place

*Act 80 training for Law Enforcement.

*Team Two Training.

*Vermont Mental Health Crises Response Commission.

*Embedded Social workers at Vermont State Police Barrack's statewide.

These resouces should have prevented this.

One thing that sticks out for me is Mr Gavey came to Vermont because "It was safe!

What the hell happened here? WHY?
